Implementación del sistema de información registral para optimizar la atención de títulos apelados en la SUNARP

Abstract

La presente investigación se basó en el desarrollo de un sistema de información para optimizar los tiempos de atención de los títulos apelados en la SUNARP, enfocada en la implementación del Sistema de Información SIR-TRIB, cuyo objetivo es el de mejorar el proceso de apelaciones de la SUNARP y de qué manera permitirá optimizar la atención de los mismos. El presente estudio tuvo como base el tipo de investigación aplicativa, con un nivel Pre Experimental y bajo el método deductivo, ya que permite analizar el SIR-TRIB en relación a la presentación de títulos apelados y verificar datos estadísticos relacionados a los tiempos de atención. Asimismo, se ha utilizado la arquitectura licenciada y regulada por la SUNARP, basada en una plataforma CLIENTE-SERVIDOR y WEB, empleando como lenguajes de programación el Power Builder Ver. 12.5, ASP.NET, Java y como base de datos se utilizó Oracle Database Versión 12c. Finalizada la investigación, se pudo concluir que el Sistema de Información del Tribunal Registral (SIR-TRIB) agilizó considerablemente el proceso de registro de apelaciones a nivel nacional, optimizando los tiempos de atención y evidenciando un beneficio sustancial hacia el usuario, mejorando el proceso de Títulos Apelados en la SUNARP a nivel nacional.

The present investigation was based on the development of an information system to optimize the attention times of the titles appealed in the SUNARP, focused on the implementation of the SIR-TRIB Information System, whose objective is to improve the appeals process of SUNARP and how it will optimize their attention. The present study was based on the type of application research, with a Pre-Experimental level and under the deductive method, since it allows to analyze the SIR-TRIB in relation to the presentation of appealed titles and verify statistical data related to the times of attention. Likewise, the architecture licensed and regulated by SUNARP, based on a CUSTOMER-SERVER and WEB platform, has been used using the Power Builder Ver. 12.5, ASP.NET, Java as programming languages and Oracle Database was used as the database Version 12c. After the investigation, it was concluded that the Information System (SIR-TRIB) considerably expedited the process of registering appeals at the national level, optimizing the time of attention and showing a substantial benefit to the user, improving the process of Titles Appeals in the SUNARP nationwide.
