Gestión del presupuesto público y liquidación financiera de obras ejecutadas por administración directa en la Municipalidad Distrital de Pichari, La Convención - Cusco, 2017

Abstract

La investigación de tesis se ejecutó en la “Municipalidad Distrital de Pichari, La Convención – Cusco”, que brinda sus servicios a poblaciones vulnerables en el Valle del Río Apurimac, Ene y Mantaro - VRAEM y por ello el interés de su estudio. La tesis titulada: “Gestión del Presupuesto Público y Liquidación Financiera de Obras ejecutadas por Administración Directa en la Municipalidad Distrital de Pichari, La Convención - Cusco, 2017”, ejecutado para “determinar en qué medida la Gestión del Presupuesto Público influye en la Liquidación Financiera de Obras Ejecutadas por Administración Directa”; evalúa dos variables: Gestión del Presupuesto Público analizado a través de la Eficiencia de Programación Presupuestal, la Eficacia de Ejecución Presupuestal y los Resultados de Evaluación Presupuestal; y Liquidación Financiera de Obras ejecutadas por Administración Directa evaluado a través del Análisis de Procesos de Contratación y Suministros, el Proceso de Liquidación y el Sustento Documental de la Liquidación. La investigación se realizó teniendo en cuenta el enfoque cuantitativo, porque utiliza el análisis estadístico para probar las hipótesis y describir sus resultados. La muestra estuvo conformada por 37 trabajadores de la Municipalidad; para la obtención de datos se utilizaron instrumentos de recolección validados y confiables como los cuestionarios y la guía de entrevista, empleando técnicas que nos permitan contrastar las hipótesis planteadas y los resultados de la investigación. En base a la información presentada en la investigación, se ha demostrado que “la mejora de la Gestión del Presupuesto Público influye significativamente en la Liquidación Financiera de Obras ejecutadas por Administración Directa”, generando procesos de cierre adecuado de sus obras para seguir gestionando nuevos proyectos en bien de la comunidad, evaluado mediante el coeficiente de correlación de Pearson (r), el cual fue de r = 0.823, obteniendo un alfa bilateral de 0.000 inferior al nivel considerado en la investigación de 5% (0.05), con un nivel de confianza de 95%.

The thesis research was carried out in the “Pichari District Municipality, La Convencion - Cusco”, which provides its services to vulnerable populations in the Apurimac, Ene and Mantaro River Valley - VRAEM and therefore the interest of its study. The thesis entitled: “Management of the Public Budget and Financial Liquidation of Works executed by Direct Administration in the District Municipality of Pichari, La Convencion - Cusco, 2017”, executed to “determine the extent to which the Management of the Public Budget influences the Financial Liquidation of Works Executed by Direct Administration ”; evaluates two variables: Public Budget Management analyzed through the Budget Programming Efficiency, Budget Execution Efficiency and Budget Evaluation Results; and Financial Liquidation of Works executed by Direct Administration evaluated through the Analysis of Contracting Processes and Supplies, the Liquidation Process and the Documentary Support of the Liquidation. The research was carried out taking into account the quantitative approach, because it uses statistical analysis to test the hypotheses and describe their results. The sample was conformed by 37 workers of the Municipality; In order to obtain data, validated and reliable collection instruments were used, such as the questionnaires and the interview guide, using techniques that allow us to contrast the hypotheses proposed and the results of the investigation. Based on the information presented in the investigation, it has been shown that “the improvement of the Management of the Public Budget significantly influences the Financial Liquidation of Works executed by Direct Administration”, generating processes of adequate closure of its works to continue managing new projects for the good of the community, evaluated by Pearson's correlation coefficient (r), which was r = 0.823, obtaining a bilateral alpha of 0.000 lower than the level considered in the investigation of 5% (0.05), with a level of 95% confidence.
