Implementación de la firma digital en mejora del proceso del Sistema de Tramite Documentario de la Municipalidad Distrital de Puente Piedra, año 2021

Abstract

La Presidencia del Consejo de Ministros hace elaboraciones y planes de estudio sobre la integración de la Firma Digital en los Sistemas de Tramite Documentario, tal es así que desde el año 2014 a través de la Oficina Nacional de Gobierno Electrónico e Informática, con el apoyo de RENIEC y otras instituciones del Sistema Nacional de Informática trata de impulsar la iniciativa “Cero Papel” y el uso de Certificado Digitales y Firma Digital. Al transcurrir de los años y el arduo trabajo en la Modernización de la Administración Pública, se logró gestar un Decreto Legislativo N°1412-2018 Ley de Gobierno Digital, que dentro de sus múltiples artículos hace mención en el Articulo 19, el tema relacionado a la conservación de los documentos electrónicos firmados digitalmente, para su perpetuación y formatos sean conservados junto con su firma digital basados en estándares internacionales aceptados y que permitan verificar el estado del certificado digital asociado. Asegurando regularidad y continuidad como una normativa el 28 de mayo del presente año se promulgo la Ley N°27269, referente a Firmas y Certificados Digitales con el objetivo de su regularización y uso dándole la misma validación y eficacia jurídica que el uso de una manuscrita u otra similar en documentos. Esta ley, estipula de igual forma las entidades que cumplan con tal función de emitir o cancelar certificado digital brindando la seguridad al sistema de digitalización pudiendo asistir como entidad de registro o verificación. Cada Registro deberá contar con fecha y hora de inicio y finalización como un record de su registración, podrán ser accedidos por medios telemáticos y su disponibilidad para las personas que lo soliciten con una debida y rigurosa seguridad en custodia de los datos personales que representan.
